Role Overview

Reporting to the General Manager, the Finance Manager will be responsible for managing the financial health of Unlocking ADHD, ensuring effective budgeting, compliance with non-profit regulations, and efficient use of financial resources to support our mission.

This role includes overseeing all financial transactions, including donations, receipts, and grants, ensuring compliance with Singapore’s financial regulations, including those related to Institutions of a Public Character (IPC). The Finance Manager will also collaborate closely with the Treasurer from the Board of Directors to ensure sound financial governance and strategic financial planning. Additionally, the Finance Manager will oversee the full grant management process, ensuring proper allocation and reporting of grant funds to support the organization’s programs and services.

Key Responsibilities

  • Financial Reporting & Compliance:
    • ❇️ Ensure full compliance with Singapore’s financial regulations for non-profits, including compliance with the Charities Act and IPC requirements.
    • ❇️ Prepare and submit reports for regulatory bodies (IRAS, ACRA, COC and sector administrator)) and ensure that all tax deductible filings, including GST where applicable, are completed accurately and on time.
    • ❇️ Lead the preparation of financial reports for external audits and liaise with auditors to complete annual financial audits.
    • ❇️ Maintain a system for proper recording and tracking of donations, including tax-deductible donations, and issue receipts to donors in compliance with IPC guidelines.
  • Financial Management & Planning:
    • ❇️ Develop, manage, and monitor the annual budget in collaboration with department heads to ensure alignment with the organization’s mission.
    • ❇️ Prepare accurate and timely financial reports for internal and external stakeholders, including monthly management accounts and annual financial statements.
    • ❇️ Oversee cash flow management, ensuring sufficient liquidity to support ongoing operations and program expansion.
    • ❇️ Provide financial insights to management to support decision-making and long-term strategic planning.
  • Donations, Grants, & Fund Management:
    • ❇️ Oversee the management of donations and receipts, ensuring accurate tracking and reporting of donor contributions in compliance with tax-deductible donation requirements.
    • ❇️ Manage and track the organization’s grant funding, ensuring the correct allocation of restricted and unrestricted funds for specific programs.
    • ❇️ Lead the grant management process, from application to reporting, including preparing financial components of grant applications and ensuring timely submission of financial reports to funders.
    • ❇️ Monitor grant compliance to ensure funds are used according to donor restrictions and organization objectives.
  • Accounting & Bookkeeping:
    • ❇️ Oversee daily financial operations, including bookkeeping, accounts payable/receivable, payroll, and bank reconciliations.
    • ❇️ Ensure that all financial transactions are accurately recorded in the organization’s accounting software.
    • ❇️ Maintain financial records in accordance with Singapore accounting standards for non-profits.
  • Governance & Risk Management:
    • ❇️ Maintain and improve internal financial controls and policies to safeguard the organization’s assets and ensure compliance with best practices in financial management.
    • ❇️ Advise the management team on financial risks and opportunities and assist in implementing financial strategies to ensure long-term sustainability.
    • ❇️ Ensure proper financial governance and risk management as the organization expands its services.
  • Tax & Regulatory Compliance:
    • ❇️ Ensure compliance with Singapore’s tax regulations, including managing tax filings and GST submissions where applicable.
    • ❇️ Oversee the organization’s compliance with the Charities Act and IPC requirements, ensuring that all financial operations are aligned with Singapore’s regulatory framework for non-profits.

Qualifications & Requirements

  • Education:
    • ❇️ Bachelor’s degree in Accounting, Finance, or a related field.
    • ❇️ CPA or equivalent professional certification is preferred.
  • Experience:
    • ❇️ At least 5 years of experience in finance or accounting, with experience in the IPC charity highly preferred.
    • ❇️ Familiarity with Singapore’s charity financial regulations, including the requirements for IPC status.
    • ❇️ Experience in grant management, including the application process, fund tracking, and reporting.
  • Skills:
    • ❇️ Proficiency in accounting software (e.g., Xero, QuickBooks) and advanced skills in Microsoft Excel.
    • ❇️ Strong financial analysis, budgeting, and forecasting skills.
    • ❇️ Excellent organizational and time management skills with a high level of attention to detail.
    • ❇️ Ability to communicate financial information clearly to non-financial stakeholders.

AMKFSC Community Services has a Psychological Services Unit (PSU) which has a team of clinical and counselling psychologists for children/youth and their parents. Core services include psychoeducational assessments (5 to 16 years old) for ADHD and other learning disabilities. They also offer group and individual psychotherapy. They only provide services to residents in their constituency.

Fees are $70 per one hour session. Psychoeducational testing ranges between $750 to $1,120 depending on the tests required.
